In 1965, President Chiang Kai-Shek planned to build an international level monument, in order to commemorate the founding father Dr. Sun Yat-Sen and the long standing Chinese culture. Therefore, officials, scholars, and experts were gathered as a committee to execute the proposal. After several researches and consultations, the site was chosen to be on Mount Yangming, the start of mountains in Taiwan.

The architect Hsiou Tse-Lan designed the Chung-Shan Hall after she carefully listened to Chiang and the first lady's idea. Because the site is in sulfur area, and base is soft, and the machineries were not very advanced, the tasks became extra difficult. However, with the enthusiasm and patriotism of all the personnel, the Hall was completed from 10/2 1965 to 11/6 1966. The 1 year construction duration of this magnificent monument even marks the record.

The site occupies 18129 square metres, and the hall itself take 13583 square metres. The Hall is based on imperial style, and the roof is covered by green glazed glass tiles.
